中埃农业比较研究

内容摘要

发展中国家的农业在农村经济中起着举足轻重的作用,农业不仅为大量的农业人口提供生计,也为快速增长的城市人口提供食物供给。不同国家农业发展存在显著的差异。本研究旨在探索中国是如何以仅占世界7%的耕地生产足够的粮食来养活占世界23%的人口,而为何埃及不能生产足够的粮食供给本国人民,最终从中国的成功模式中对埃及提出相关的政策建议。对此,本文运用世界粮农组织(FAO)食物平衡表中1980年至2009年的四种主要粮食作物(小麦,玉米,大米和大豆)的四个指标(即：产能缺口,产能缺口率,库存变化和净出口)的相关数据,并选择自给率和使用量变化来衡量食物的变化情况。此外,本研究还对埃及农民进行了问卷调查,调查内容是关于埃及为什么不能够生产足够的食物来满足国内需求以及如何能够改变这种情况。研究发现农业政策是中国农业成功发展的关键,它同样也是影响埃及农业的主要因素使之成为最大的小麦进口国。最后,本研究强烈建议埃及政策决策者以促进农业自给率和改良农地为本国民众生产足够的食物为目标对本国农业政策进行改进。
